Arroyo Report to Congress
This is the report of Philippine President Gloria Macapagal-Arroyo, pursuant to the provision of Section 18, Article VII of the 1987 Constitution, relative to Proclamation No. 1959 “Proclaiming a State of Martial Law and Suspending the Privilege of the Writ of Habeas Corpus in the Province of Maguindanao, except for Certain Areas”, which she issued on 04 December 2009.
